Refused, not invented
When a line can't be verified against its page, groundedbid refuses it instead of guessing. On the live EU tenders we tested, two lines were refused. One was a stitched-together legal citation that our verifier caught before it ever reached a bidder. Those refusals are the product working.

Does groundedbid invent tender requirements?
No. Every extracted line must carry a verbatim quote from the tender page it came from, and that quote is machine-checked against the document. If the check fails, the line is refused and shown as refused. It is never filled in.

Which tenders can it read?
